completion of university studies that are suitable for the positions' needs. Obtained at a university, a technical university or an equivalent institution of higher education - or at a Fachhochschule (if at least a Magister or Master was obtained),
a doctorate that is suitable for the career aimed for and,
a full-time work job of at least three years and six months after the degree or of at least one year after a doctorate. The job has to be relevant to the previously obtained education of the candidate and help him/her with pursuing the career aimed for.

(in place of 2. or 3.) a service class examination (great or second state exam) for a higher services class, or a comparable church exam (for example also teaching degree),
(in place of 2.) in the sciences a Diplom with distinction or a respective qualification or by way of exception a scientific achievement equivalent to a doctorate.

Application procedure:

The Akademische/r Rat/Rätin is the entry level for the higher civil service. The job offer is public, but for a successful application not only the criteria named above have to be met but also the general criteria for jobs in the higher civil service. I.e. for example a medical examination is necessary.

Einstellungsvorausetzungen:

Abschluss eines geeigneten, den Anforderungen entsprechenden Studium an einer Universität, einer technischen Hochschule oder einer anderen gleichstehenden Hochschule - oder an einer Fachhochschule (mind. Magister-/Masterabschluss),
eine auf Aufgaben der Laufbahn hinführende Promotion und,
eine hauptberufliche Tätigkeit von drei Jahren und sechs Monaten nach Abschluss des Studiums oder von einem Jahr nach Abschluss der Promotion, die der Vorbildung des Bewerbers/der Bewerberin entspricht und die ihm/ihr die Eignung zur Erfüllung der dienstlichen Aufgaben in seiner/ihrer Laufbahn vermittelt hat.

Oder

(für 2. oder 3.) eine Laufbahnprüfung (Großes oder Zweites Staatsexamen) für eine Laufbahn, deren Eingangsamt
dem höheren Dienst zugeordnet ist, oder eine vergleichbare kirchliche Prüfung (z.B. auch Lehramt),
(für 2.) in technischen Fächern eine über dem Durchschnitt liegende Diplomprüfung oder eine entsprechende Qualifikation oder ausnahmsweise eine der Promotion gleichwertige wissenschaftliche Leistung.

Bewerbungsverfahren:

Bei dem/der Akademischen Rat/Rätin handelt es sich um das Einstiegsamt in den höheren Dienst als Beamter/Beamtin. Die Ausschreibung ist öffentlich, allerdings sind für die Einstellung nicht nur die o.g. Kriterien zu erfüllen, sondern auch die generellen Einstellungskriterien für den höheren Dienst als Beamter/Beamtin. D.h. es ist u.a. eine Gesundsheitsprüfung nötig.

Status: Civil servant in higher services, permanent
Institutions concerned: Universities, Universities of Applied Sciences, research institutions
Duties: Most often teaching and research.
- Teaching (if temporary civil servant): at least 4 contact hours
Rights: s. civil servant.
Grades: A 13 in civil service tariff group A
Salary range: The salary range for grade A 13 goes from step 4 to 12.
- Family allowance possible.
- At the moment no Christmas salary from A 10 upwards.
- The exact salary range varies according to each federal state.
  - Example for the state Schleswig-Holstein: €3.895,53 - €5.021,87 (monthly basic salary - 2018)
Evaluation: In a regular fashion through the line manager.
Additionals: There is a relatively new variation of this position that allows it to be non-permanent - without giving up the status as civil servants ("Beamte/r auf Zeit"). It is therefore called "Akademische/r Rat/Rätin auf Zeit".

Besoldungsgruppen: A 13 in Besoldungsordnung A
Besoldungsspanne: Die Besoldungsspanne für Besoldungsgruppe A 13 geht von Stufe 4 bis Stufe 12.
- Familienzuschlag ist möglich.
- Derzeit gibt es keine Jahressonderzahlung ab A 10.
- Die exakte Besoldungsspanne variiert je nach Bundesland.
  - Beispiel für Schleswig-Holstein: €3.895,53 - €5.021,87 (monatliches Grundgehalt - 2018)
Evaluation: Regelmäßig durch den/die Vorgesetzte/n.
Weiteres: Es gibt eine relativ neue Variation dieser Position, die ein befristetes Dienstverhältnis erlaubt - ohne den Beamtenstatus aufzuheben (Beamte/r auf Zeit). Sie ist deshalb "Akademische/r Rat/Rätin auf Zeit" genannt.
