Definition

Civil servant

Rights and duties in the civil services (particular employment status and fiduciary relationship to the employer):
- Rights: among others a right to appropriate pay, protection, and care as well as (as a civil servant for life) non-terminability in principal
- Duties: a.o. non-partisan administration of office, full dedication to the job, prohibition to strike, rightfulness of acting, obligation of discretion

Remuneration:
- basic salary (A 13 for example),
- residential and or family allowance,
- general job allowance,
- s. remuneration scheme of the civil services

Non-subjectivity to social insurance contribution: Civil servants are not subject to the national pension scheme, health insurance, long term care insurance, unemployment insurance or the additional insurance VBL.
Promotion: Professor/inn/en, Juniorprofessor/inn/en und die Akademische Räte/Rätinnen are not subject to civil service class groups, i.e. they get appointed directly - without a probation period - as temporary civil servants ("Beamte/r auf Zeit") or civil servants for life ("Beamte/r auf Lebenszeit").

Rechte und Pflichten im Beamtenverhältnis (besonderes Dienst- und Treueverhältnis zum Dienstherrn):
- Rechte: u.a. Recht auf angemessene Besoldung, Schutz und Fürsorge und (als Beamte auf Lebenszeit) grundsätzliche Unkündbarkeit
- Pflichten: u.a. unparteiische Amtsführung, volle Hingabe an den Beruf, Streikverbot, Rechtmäßigkeit des Handelns, Amtsverschwiegenheit
Besoldung:
- Grundgehalt (A 13 zum Beispiel)
- Orts- und/oder Familienzuschlag
- Allgemeine Stellenzulage
- s. auch Besoldungsordnungen

Sozialversicherungsfreiheit: Beamte sind sozialversicherungsfrei in der gesetzlichen Rentenversicherung, der Krankenversicherung, der Pflegeversicherung, der Arbeitslosenversicherung und der Versorgungsanstalt des Bundes und der Länder (VBL).
Beförderung: Universitätsprofessor/inn/en, Juniorprofessor/inn/en und die Akademische Räte/Rätinnen sind laufbahnfreie Beamte, d.h. sie werden ohne Probezeit unmittelbar in ein Beamtenverhältnis auf Zeit bzw. Lebenszeit berufen.
